The zone spans from University Boulevard south to Silver Beach Avenue, covering the beach approaches and surrounding roadways.

The designation, enacted under Florida Statutes 316.008 and 316.1891, allows law enforcement to double traffic fines and tow vehicles for both criminal and non‑criminal violations. Sheriff Mike Chitwood authorized the zone after determining that large, unpermitted events were likely to disrupt traffic flow and strain public‑safety resources.

A Preemptive Move Amid Rising Concerns

Authorities say the decision follows weeks of escalating concern over “pop‑up” spring break events promoted on social media—gatherings that have historically drawn large crowds without permits, overwhelming police, blocking roadways, and triggering dangerous situations.

Warning signs marking the Special Event Zone were posted at all entry points, notifying drivers that “All Fines [Are] Doubled” and that vehicles are subject to impoundment for traffic violations. Enforcement begins no less than 24 hours after the signs are installed, in accordance with state law.

The zone’s boundaries include:

  • A1A from University Boulevard to Silver Beach Avenue

  • Beach approaches within that span

  • Westward extensions to South Peninsula Drive, International Speedway Boulevard, and Halifax Avenue

This footprint mirrors the area historically impacted by unpermitted spring break gatherings, including the 2021 Daytona Truck Meet, which brought an estimated 50,000 visitors and left the city with $174,000 in police overtime costs. That event prompted the Florida Legislature to create the Special Event Zone law now being used.

Law enforcement agencies have made clear that zero tolerance will be the standard throughout the weekend. Criminal and civil violations—including reckless driving, street takeovers, noise disturbances, and illegal parking—will be met with immediate enforcement action.
